Is there a reason why so many people at work refuse to use email and will only communicate via the phone...??

Personal preference might be a reason to not use email, but in today's business environment, it's kind of an archaic attitude to have.

Is the email system new or has it been used at your company for years? If it's new, that's probably the reason.

Email does leave a paper trail, as was previously written. If you've had an important phone conversation, I would recommend you follow it up with an email recapping the conversation. If the non-emailer doesn't want things written down for some reason, you will still be able to protect yourself.

Maybe you could ask the non-emailers, next time they call you, to send you an email about the subject so you can review it later OR let them know that you are in the middle of something and can't talk right then, but to send an email. If the non-emailer is superior to you, I would be careful.

Also, if the company's culture is to use phone more than or rather than email, that's the way it is. Even if it doesn't make sense, you probably won't be able to change their minds about it.

email leaves a paper trail, if they don't email, there is no proof of the conversation ever occurring.
They're probably older and aren't used to using email!!
Alot of offices now have a way to track what their employees do. They are their to be working, not using company time to chat with friends.
Because email leaves a "paper trail" they can be pinned down on.

Also because if there is a conversation going on, often the phone is faster. They can also listen to nuances of tone to see how you are reacting to what they say.
E-mail provides a way of you proving they said something. With a phone call, they can say they never got the message or you did not say something.
