Sometimes you do and sometimes you don't. The fine is up to $550 per rebate. You are less likely to get fined if you don't owe the government money.
In America, yes. You can also be arrested for "tax evasion"
I never filed taxes when i had a return coming, if you owe, you will hear from IRS-no doubt!!

Tax evasion is how they got Capone. Even if (especially if) you think you have a refund coming, I'd suggest filing.
