unless you can show that you use it solely for work you can't.

You can claim the percentage you use for work related purposes but only if internet usage is standard practise in your profession.
All of your expenses that are used for your business are deductible from the income from that business!

it would appear that you're having trouble distinguishing the uses of can and may.
certainly you can.
but you may not.
if you do, the IRS can make considerable trouble for you.
To claim work expenses you need extensive logs of what times you used the net for work. They might even ask you to prove it. The system makes it very difficult to claim these things on tax.
If you work from home you can claim 90% of internet costs
