How do I reach Level 7 within minimum time with minimal efforts?

Choose a category you're familiar with, and start answering questions to the best of your knowledge, and in full detail. The best answers end up paying off. The points are worthless, and basically mean and do nothing. If you're just focused on points, then it would be a waste of time.

If so, a good way would be to stop asking questions and get busy answering them. You lose points when you ask a question.
