Do I have to deduct the Income Tax for Landlord who is a non-tax resident Canadian from the rent for CRA?

Are you sure they are a non resident for tax purposes? It gets very picky and confusing when deciding if somebody should pay taxes here, but generally if they live in Canada then yes they have to pay taxes (and therefore you must deduct taxes as well).

You should contact an accountant (CA, CMA, CGA).
