Vacant land - Any tax(es) in Ontario?

If any who pays the taxes buyer or seller?

Yes there is tax on land.

The seller is responsible for taxes on the land before the sale to you.

This is negotiable however and if you pay taxes for him, then the amount is added to the purchase price which raises your basis in the property which is a good thing.

Good luck...
The buyer pays the taxes, yes there is a tax.
