Canadian citizens living abroad: what are their obligations?



Their rights were respected in Lebanon, with Canada rescuing them. What duties and obligations do they have to their country? They do not have to pay taxes. Do they pay into our Old Aid Pension? Can they collect it? Do they pay medical? Can they receive medical attention in Canada? I would like to know more about this.

Strictly speaking, the Canadian governmend did not have a responsibility to rescue many of the people in Lebanon that they evacuated.

In international law, if a person is a dual citizen, and lives in one of the countries in question, then it is the country in which they live that is responsible for all of the typical responsibilities, such as providing evacutation. The people who were living in Lebanon are then to be protected by the Labanese government. The Canadian government provided evacuation as a humanitarian issue, not a citizenship one.

Any benefits that they would receive in Canada would be a special case. Normally, a person moving to Canada has to wait 4 months before they can be covered by the provincial medical plan - this happened to me, a Canadian citizen, who moved back to Canada after a 4 year absence in the US. They would not be eligible for Canada Pension Plan unless they paid into it.

Please don't take my information as being racist - that is what the law states. What the Canadian government did is admirable, but unfortunately, those who are stricken by smaller, less newsworthy disasters do not receive the same benefits.

By Old Aid Pension I assume you mean the Canada Pension Plan, and no, they wouldn't payroll it since it's a pay deduction and they don't have any employment income in Canada. Yes they can collect it if they've paid into it when they were living here. As for medical, we don't pay medical in Canada. It is paid for by our taxes. No they can't receive medical attention in Canada.
