What is the optimum before tax income in alberta for a retired person. i.e from a tax perspective?

Enough so that the outgo of their income makes sure that their upkeep doesn't become their downfall.

Each person's need are different, so it's impossible to answer your question better than the above. In general, the more the merrier.
You and only you can answer that question! What level of income can you live a comfortable life without being bothered by taxes? Just like everybody else, you are subject to the same taxation. If you want to pay the least amount of taxes, then keep your income to the lowest tax bracket! For 2005, that amount is less than $35,595. Now if you strongly believe that you shouldn't pay any tax at all then keep your income to the same amount that you will claim deductions for in your Schedule 1 and pray that you win the lottery (which is non-taxable!).
