Wal-Mart and the Union?

I have a test over the movie "Wal-Mart: The High Cost of Low Prices". It's a crossword and there is one I can't figure out. The clue is "Wal-Mart uses what method when they hear about Union activity?". It has twelve letters and has multiple words. The last letter is E, the fourth letter is V, the seventh letter is L, the ninth letter is A. These could be wrong though. PLEASE HELP!

I'm guessig SURVAILLANCE, pay me!
I don't know the word, but I used to work for Sam's Club (owned by Wal-mart) and they used to show us anti union videos.
I think the phrase you are looking for is "union busting" or unionbusting...that's 12 letters and that is the technique that anti union companies use to discourage, disrupt and destroy union organizing techniques.
