Is this true about UPS?

I heard that UPS started selling their stock at $2.00 per share and they only sold to their own employees for the first day of being public thus making several millionaires overnight but I cannot remember where I heard that. Does anyone know if this is true? And if it is then do you think it was a good strategic decision ?

They could have given employees an option to buy the stock, but there was an IPO, and an IPO means it is public and anybody can buy in at whatever price the stock goes to.
