Is the FDA and FTC really trying to protect their profits rather than protect the American people?

The FDA is treading a fine line. If they require too much testing, then bad things happen
1) A good drug takes many years to get to market. Thousands die.
2) A good drug is becomes too costly for those who need it due to the cost of the excessive testing,
3) A good drug for an uncommon disease is never brought to market because there will never be enough people able to buy it.

If they don't do enough testing, then bad things happen.
1) Ineffective drugs are introduced that don't cure the disease.
2) People die.

Note: I didn't mention profits in any of this. The FDA isn't in charge of profits, the drug companies are. There is not conspiracy. The FDA can do whatever it wants and the drug companies will adjust to it. There is no magic answer to this question.
YES!!!! They both are sponsored by the Big Drug Companies (FDA) and large corporations (FTC).
The FDA and FTC are not businesses that make profit. They are government agencies that have different oversight responsibilities.

They are cost centers that spend money, and they do not make any profits. FDA does raise revenues as PDUFA fees and NDA application fees, but they do not come close to pay for the bureaucracies that are inherent in such an organization.
