Yeah they will. Identity theft is not very nice.
Sure, when the other person gets billed for it, they file a police report, and you have committed fraud.
Why would you even commit a fraud for such a little money?
Hmmm...how would they know where to find you???


Oh, wait...you'd have the magazine delivered to your HOUSE? Genius plan. They'll never catch you.

Okay this is the oldest practical joke in the world, The fact is, technically yes it is fraud and it is not legal, but then neither is having a gloomy sky on your license plate in the state of Oregon. The fact is, your chances of getting in trouble is about as high as winning the lottery. It is an absolute pain in the a** for the person whose name you use to get them to leave them alone, which is why people do it. But it is no more risky then filling out a "survey" card at the mall and giving them someone elses phone number.
Someone ordered a book of the month club for my brother and he had to fight tooth and nail to prove it wasn't him. It is a huge pain to try and clear up these kinds of issues.

You must really not like someone to cause them a headache like that.
