Having water cut off?

i have arrears on my water bill and they have issued a letter that they will cut my water supply in the next 3 days is that possible i live in a high rise flat

Yes it is possible, since it appears that you have a separate metering device for your water usage. It is not uncommon for utilities to discontinue service for lack of payment.

Don't see why it wouldn't be. There may be laws particular to your area that govern the cut off of services though.
Call them and see if you can work out a payment schedule, if they agree you must make sure you keep to it. if they will not see if social services can help
It doesn't matter where you live, you don't pay your bill, you will not have any water!
