Topics to cover for a dotnet interview for 3 years experienced person?

Ask them if they can complete the type of work you are looking for. Be sure to mention the scope and the timeline. Many people will back out of work if it doesn't sound like they can do it.

For 3 years of programming, with a CS degree, I would expect them to know how to connect to a database, create dynamic web pages, design in objects, and be familiar with at least one programming platform and language.

For .NET specifically, I would expect them to know Serialization, Event Handling, File IO, Windows Management, and as a bonus, multi-threading. If probably wouldn't expect them to know much about the Enterprise Libs, MS best practices, or a lot of remoting details. I would expect them to need to be taught how to build applications that obey a standard user metaphor.

I would not expect them to know how to archtect larger frameworks from scratch, nor how to develop custom controls or very reusable components. Their writing style may be shoddy and involve a bit of copy/paste or insufficient/useless commenting - but those standards can be taught, and can be enforced by the shop anyway. They may not know any Design Patterns, and possibly abuse the few they knew.

Ask them if they've ever been involved with a code review, and if they've ever worked on someone else's code - and mimicked it's writing style.

Overall, try to get a grip of how long they take to learn new things. Put a timeline together of what they know now, and ask when they learned it. Then ask them details about such a technique. If they seem quite knowledgeable for a short ramp up time, they may be a fast learner.
