1. You never applied for it !
2. If it is such a big institution as to give financial assistance, they will do so in their letter pad and not on a post card !
3. They do not have a website !!
Hence the offer is FAKE !!
did you contact them first? If not, it's probably an unsolicited solicitation. throw it away
