If you have a job interview at a restaurant or a cafe, who should pay the bill?

the interviewer - because they're the one with the expense account
The employer (or potential employer). If they really like you, they will want to pick up the tab, which is usually paid for by the company anyway
I think you should ask for the bill when the meal almost finish. If they insist to pay the bill for you, then let them do it. Otherwise, just let you pay it yourself.
If your looking for a job. You have no money. Right. :-})
you going for a job? or a meal? dont expect eats
The interviewer or potential employer will pick up the bill. This is what is proper. If they don't, you probably don't want to work for them anyway because they are tightwads and do not know proper conduct.
In the event that the interviewer takes you to the cafe, then (s)he should pick up the tab. they are initiating it, hence responsibility lies with them:)

Best of luck to you!!
