I've never heard the expression before but after 15 years in th industry I'm going to take a (fairly) educated guess!

One that is familiar with a wide range of international cuisines and the specific service techniques that might be used in conjunction with these cuisine types eg: traditional, formal service in a french restaurant may involve gueridon (cooking at the table) service,
A rare species of tropical fish.
