Do waiters/waitresses really depend on tips to make their living?

The two posters above are incorrect. The typical wage for a food server is about $2.13 per hour (may have increased slightly recently). The IRS assumes that tips will "make up" the difference between this wage and the Federal minimum wage. Note that both the food server and the restaurant pay taxes on an assumed amount of tips earned (typically 10% of sales).
The law states what the minimum wage is and a company needs to pay that amount. So now waiters/waitresses do not need tips.
They do get paid minimum wage, but that is really not enough to live on comfortably, so pretty much all of them need tips to make a decent living. In California they pay minimum wage.
No, they make minimum wage, but in many areas (san diego, San francisco) a single person making that can survive very well! Tios are certianly a very big help!
Tao Scientist is correct. The minimum wage for servers is defined in the Fair Labor Standards Act which is the same law that sets the minimum wage for other jobs.

Servers and their managers assume that tips will make up the difference. The manager must calculate the estimated tips to ensure that the low wage and the tips is at least equal to the minimum wage.

There are many people out there that resent tipping. It is not unusual any more to hear that a party of ten had a $500 tab and left the server $5.00. When they should have left at least $75. On the other hand there are many servers out there who do a lousy job and don't deserve a tip.
In my state a server makes 2.13 an hour plus tips. If their Tips and their wages don't equal up to minimum wage, then they get paid minimum wage for hours worked. I am the highest paid worker at the restaurant I presently work at, and alot of the servers (after tips) make more money weekly than I do. So yes servers do depend primarily on their tips to live on; but that isn't exactly a bad thing. I know of instances that servers have made <$200 in an 8 hour period. So you gotta think, that equals out toover $20.00 an hour.
I am a waitress I make $ 3.90 per hour. YES, we depend on the tips to make a living. IF YOU DON'T HAVE ENOUGH MONEY TO TIP YOUR WAITER THEN DON'T GO OUT!!!!!!!!
