My company offered me more money to stay which puts me at my max. Does this mean I will never get an increase?

When you are at the max you do not get increase as long as you fall within that pay range. If you get promoted, you move up in pay range.
be careful many times a emploer will max you out then replace you with someone at a lower rate of pay.
