Is it a bad sign if a job interview over the phone is too short?

Did you get a face to face interview?

If no, then a real bad sign, if yes, then a real good sign.

i don't think that short phone interviews are bad signs... u have to think positive on this... it just so happens that such phone interviews are just a matter of checking u out... if the contact number u gave is true of ficticious...
It depends. If the conversation is short because the perspective employer wants to set a date for a face to face interview, then a short phone call is good. But if you're left hanging, then ... (huh?!?) ... It's time to keep on searching. I wouldn't want to work for somebody who is ambiguous anyway.
If the person on the other end of the phone is just setting up an appointment for an interview with you in person, then a short call is fine.
at least they called you!
No, maybe they found out all they wanted, you're still alive and kickin, and you still want the job. They did say "good-bye" or words to that effect didn't they?
