Is it okay for international civil servants to give jobs to girlfriends or lovers?

There is a civil service regulation against "Nepotism"- awarding positions to family members. It recently has been extended to include fiancee/boyfriend/girlfriend. Although, "nepotsim" is a "no-no", it is done all the time. Usually, as long as the person qualifies for the job and discloses the fact that they are related to the other gov't employee- it is not a disqualifying factor. The only thing that is enforced is that an employee can not supervise or be in the same department/unit/section or have the same supervisor as their relative/bf/gf.
