Is it possible for an architect to work as a civil engineer ?

In many states you have to be licensed for each. So, yes, it is possible. The architect could do the work of a civil engineer, but wouldn't be able to stamp the documents unless licensed.
In many states you can work in any field your employer wants you in regardless of your degree. In order to actually approve and stamp design drawings you must have a PE license in all states.
