What, exactly is a civil servant? In a general sense, anyone who is employed by the government is a "civil servant." However, as the term is commonly used, it means a government employee who has certain protections by virtue of being a member of a collective bargaining unit (often a union); so, for example, (non-union) attorneys who work for a given governmental unit may be referred to as "management level" or "professional" or some such, while the secretaries (who are unionized) are called "civil service employees." Sometimes it is used as an insult, vague or not so vague: "They can't get rid of him, he's 'civil service.' " A government employee. A civilian career public sector employee working for a government department or agency. it is someone who is directly employed by one of the government agencies eg department of works and pensions, department of revenues and customs etc. People often think those in the town hall are civil servents but they are employed by the council (or a contractor) and are not civil servents "A civil servant or public servant is a civilian career public sector employee working for a government department or agency."
