No. He should be in continuous government service for five years. This was the rule when I was in service. i also resigned. i do not know whether it is changed.
Probably not. Usually it takes five years of service to be considered vested. That may differ between the local, state or federal level. He should be eligible for whatever was put into their retirement though. Or you could find another job with the same retirement plan, (state, federal, local, etc) and transfer your retirement and time over to that.
