Who or what governmental organization determines which organization can be or become a "non-profit" who are th



people who determine and can say so, and label it that way, inspect it, etc.

The IRS and you have to be approve before you can become 501(c). You can do it right online at www.usa.gov and click on benefits and grants. Good luck!!!!!!!!!!!!
The IRS decides who can be a non-profit.
The IRS has those classification. Check out 501 classifications for requirements to be tax-exempt.
