Do municipal governments have flex times for their employees?

I am aware at least the state of Maryland has flex times for state employees. What about for municipal governments in Maryland?
Would a policy like flex time be standard among all the municipal governments in Maryland?

If a policy was standard then it would be a state policy, and not a municipal one. Each township probably makes their own rules.
The progressive, smart ones do.

There is no standard policy for municipal governments. They are all their own little kingdoms.
