501c3 paperwork has been received by a nonprofit agency?

In term of doing any fundraising activities in the state of MA or within any state in the United States, can a nonprofit-- with all legal paperwork (bylaws, articles, 501c3) in its possession, except a certificate for solicitation--conduct any fundraising, seek any grants from sources? Please advise me at your convenient time.

Yes.
However, if you're in Massachusetts, make sure you have registered and are current with your filings with the Secretary of State's Office (Dept. of Corporations). Many foundations and government funding sources will require a Certificate of Legal Existence.

In terms of individual donations, if you've received notification of tax-exempt status from the IRS, you can approach individual donors.
Yes. I never heard of the need for a certificate for solicitation. But you can definitely apply for grants. The more experienced your staff or board members, the better chance you have at success with a new organization.
In a word: yes. As long as the activity is legal otherwise. In other words, you can't set up an escort service for donations or run numbers for charity.

Explore getting on the United Way list and the Combined Federal Campaign list used by government workers who often select a charity to make a bi-weekly donation to thru payroll deduction.
