How often do pay increases happen after you start working for the state of California?


I am applying for jobs at the state of CA as an associate information systems analyst which has a salary range of $4,467.00 - $5,703.00. I'm wondering how the pay system works, I believe you start at the low amount for your designation. I'm wondering how often pay increases are, and if there is a way to increase those opportunities.
