IS GS-13, 14, and 15 grades considered executive level positions in federal civil service?

WHILE THESE ARE THE UPPER LEVELS OF MANAGEMENT RATINGS WITHIN THE GOVERNMENT RATINGS, THESE DO NOT CORRESPOND WITH EXECUTIVE LEVELS OF MANAGEMENT AND LEADERSHIP. WHEN SOMEONE REACHES EXECUTIVE LEVELS OF SERVICE THEY EARN THE SES LEVEL GRADES AND CORRESPONDING TITLES, SO THEY NO LONGER FALL UNDER THE GS GRADES ALTHOUGH ONCE ATTAINED MOST SES LEVEL EMPLOYEES NO LONGER WORK IN THE FEILD ANYMORE.
No they are not. They are just Middle Management level jobs.
