Does this mean I was hired?

If at the end of an interview someone tells you " You just need to fax those papers in and wait for Cindy to confirm your hire".

How funny! Well you definitely should have asked for clarification when he said that. I'd call to confirm that the papers you faxed were received and slip in a clarifying question, such as....How soon do you expect that I will start? If they say, well the chosen candidate blah blah blah but if they say, we want you to start right away.
Maybe Maybe not. Depends on what papers you were asked to send in. Because someone has to "CONFIRM" your hire they might have a few more candidates.
Wait for her to confirm your hire, means that he is letting someone know of his/her intent to hire you, maybe this person is a co owner and gets their say too. I would say more than likely you just landed yourself a job, congrats!
How long ago was that ? Areyou working yet.

don't take long for a fax.
