Someone applied for and Internal Only Posted Job and they have worked there 5 years have had great evaluations



and it came down to them and some who does not work there and they hired the person who doesnt work there when the posting said internal only. This is a government funded agency and the have rules and policies which they didnt now follow what can they do?

It may be that the person hired had better qualification. I can't speak for government jobs, but in most companies that encourage internal promotions and transfers, it just means that a job must be posted internally, first, before anyone outside is considered.

In any case, no policy is going to be made to force a hiring manager to compromise on hireing someone less than the best qualified.
Their best bet is to find out why they were not hired. They should talk with their boss or the employment office where the hiring was done.
you can go to your Post master and file a grievance on who ever did this even the Postmaster,this was not fair to you .They will send this on to the Main Postmaster above your own postmaster and they will take care of this.

Maybe none of the internal candidates met the job criteria they were seeking so they went outside. Just because you have 5 years seniority and great evaluations does not mean you have the qualifications for another position. If the person feels really qualified and was passed over unfairly, s/he needs to ask the hiring manager about it directly.
It's possible that the position was posted internally, where you applied for it, then externally, where they found the candidate that was hired. At my company, positions have to be posted internally before being posted externally, but the hiring managers don't have to hire from inside if they can't find someone who meets the necessary qualifications.

I'd talk to the HR person & inquire why your application was rejected. If it's a matter of skills - grammar, spelling, typing, etc. - it's possible that you can get training so that you'll be ready the next time a position opens up.
