Does anybody can say that from where I can do a diploma in civil engineering through Distant Learning System ?

I am from India. I am working in construction field for 6 yrs (construction sites ). I am holding only a Draughtsmanship ITI certificate so I am not getting deserved promotion according to my ability. I wish to upgrade my qualification but I cant give up my job for that because of my family financial state & responsibilities. Does anybody can help me in this matter ?
