What is a Board of Reference in a non-profit organization?

I was looking at the leadership team of a non-profit, http://www.dtfs.org, and saw this term. I've seen it for other similar organizations and am curious what the role of these folks might be.

The information contained in http://www.dtfs.org states that "With a clear emphasis on Christian fatherhood, Dad the Family Shepherd continues to play its role of "Building Confident Dads!".

The role played by leadership teams are similar in other areas of non profit organizations and such teams accelerate the pace of different movements !!
