To officially work at any location required that you be legally old enough to work there. The fact that one is an intern or unpaid simply means that the individual is getting compensated in a manner other than money. This is usually the benefit of experience gained but can also be part of an educational or formal training program. If you are under the age of 18 then the place you wish to intern will still have to have the proper paperwork filled out to hire a minor in order to work with you.
