Under Rights2info Act, can one seek info on matte's relating to one's own with Govt depts?

In case one has not got even an iota of info regarding one's pending tax refund, can he seek to know the position of his refund from the department under Rights 2 info Act?

Yes you can , but the Authority may interpret it different way.
There is mechanism of filing Grievance Petition for any grievance regarding your income tax matter. You can address your letter to Chief Commissioner of Income Tax of your area writing clearly that you have not received refunds from ITO/ACIT quoting ward number is essential , because the higher authority shall seek a report from the official concerned.

you cannot seek tax refund status under the RTI act..
