Homeowners insurance covers anything that is kept in your home. For instance if your house burned to the ground you would be paid for the contents up to the amount that you had them insured for. So, yes there is shoe insurance.
You can get personal property insurance on just about anything. People insure thier jewlery all the time.
Not specifically, but you can put them on a scheduled item list of valuables that can be insured for a set amount. An agent could help you with that, but normally it's used for jewelry, guns, and things like that, so if you have more valuables you'd like to insure, it's better to put them altogether, otherwise you'll have a hard time just insuring your shoes.

There is insurance for almost anything. It would not be wise just to insure your shoes only.
You could, however, get insurance on all of your items under a homeowner's or renter's insurance. In case of a fire, flood, break in etc..
