What is the bank which gives the highest interest rates for deposits in the world?

I'd like to know which bank in the world gives the highest interest for money deposited in their banks....

(translated) The Birobidzhan Citizens Banco was offering 8.92% per Month in April of this year. Although they will accept foreign currencies, it is better for you to make deposits in Russian Rubles. The bank (address unknown) is located at coordinates 132'57" East and 48'48" North, close to Kharbarovsk, a very important city in Siberia. One must be fearful, however, of the volatility of the Ruble.
I hear the Bank of Iraq is paying extraordinary rates, as is the Bank of the Sudan. Sure you want to put your money there?
