OTC Bulletin Board.

It's OTCBB. It stands for over the counter bulletin board for the sale of cheap, small cap stocks. Their symbols usually have four letters.
Over the Counter Bulletin Board. If a registered stock is NOT traded on a stock exchange such as the New York Stock Exchange, you may be able to buy it "over the counter."
