I feel upset of unfair increment when i compare it with my colleague?

You shouldn't. But there are other things to ask yourself.

Is your performance the same as the colleague's or is it higher/lower?

Do you and your colleague have the same level of education and experience in the field or industry?

Does your co-worker have more developed skills and abilities than you?

How much more responsibility does your co-worker have (you said "almost doing the same job")? If your co-worker has an extra significant responsibility than you, they can be compensated more.

Any differences between you and your co-worker in these areas allow for your employer to pay your co-worker more. If there are no major differences, then approach your manager.
Writing a memo to your boss infoming him that he made a mistake would probably not get you anywhere. For the majority of employers (at least where I live) the amount of your increment depends on a evaluation of the worker, which includes the quality of work, how many times the worker was late, ect. Not how long the employee has been with the company.
