Of course it is. They can change anything they wish unless you have a contract with them.

Your employer can change your job to whatever he wants. Unless you have a contract, he is not legally bound to keep you at any particular job. He can tell you that you are now the janitor, and to go clean the bathrooms. He can cut your wages, or require that you wear a goofy uniform. It's a free country, and a free market. You, on the other hand, are also free. You can find a new job, or start your own business.

employer and empoyee agreement/contract and must be in tune with empoyee's professional qualification & experiance. So the before changing job title ,the merits should be given on contractual term, competency,experiance .
