Ok, I really need help?

I need to get a work permit in WVa, but I have no clue where to look.
Is this something an employer keeps on hand, or do I need to go through the school to get one, or do I need to go to the municipal building?

I have no clue. Please point me in the right direction, It would really be appreciated.

From what I can remember you can get them at school. It's a form that is filled out by your parents, teacher, boss.....
You can get it from your school. Go to the office and speak with a secretary or your school counselor.
