Who would you contact if you had a grievance at work or need guidance and support on an employment issue?

it would depend on what kind of issue it was
Read your Employee Handbook. It should tell you the procedure for filing a grievance. You could go to HR, but don't go there if you do not want management to know what you are thinking. HR is management.
Your immediate manager, your HR person, and/or your boss's boss. It's also helpful to have a mentor at work who can serve as a sounding board to provide advice for these issues.
If you are represented by a union, go to the union representative.
Your HR (Human Resources) Dept will be able to help you.
