How can I report my manager?

I work at a movie theater and my general manager seems to think she's God (she even calls herself that) because she bosses us around in any way that she wants. She's also incharge of payroll and takes out hours out of everyone's paychecks. She's even been trying to cheat my assistant manager out of her overtime hours. A former assistant manager that I'm friends with has even seen the payroll herself when she worked there and saw that my general manager had took out many of her hours. And the way she schedules us at work is not fair. We have availability sheets and she doesn't follow them and will still schedule us at times we can't work and expects us to come in and if we don't, then we're in trouble. So what is the best way to go about reporting her? Who do I report it to and can I keep myself anonymous when I do it?

Not paying you for hours worked is illegal and can get the company in trouble so if the theater has a district manager call them. If not call your state Labor and Commerce division and report what she does to payroll. They can come in and audit it. If they get enough complaints it will happen sooner so have others including you friend call them to complain. Keep track of your hours yourself to prove it. It sounds as if you are a teenager, if so have your parents help you with the C&L office.
Contact your Human Resources person.
File a complaint.
Be sure that you can supply facts.
Accusation without substantial proof will not support your claims but may be cause for termination.
If you are able to convince your co-workers to also file a complaint, then your complaints will probably be cause for investigation.
Another way to file complaint could also be reported to the labor board.
Just remember to have sufficient evidence to support your complaint.
