What does this legal jargan mean???



HSLDA has found that it is better if families do not use the services offered through their local public school. We have observed that many families have found themselves mired in legal difficulties as a result of their involvement in public school services.
If your family is currently receiving public special education services, you may want to establish a goal to meet all of your child鈥檚 special education needs eventually through private sources. We are aware that many families have previously enrolled their child in their local public school鈥檚 special education program and, now that they are homeschooling, they would like to retain these free public services. We understand that as a matter of economics and ease of access, free public school services are very attractive. We also understand, however, that regulatory strings may come attached to these programs. Generally, we find that the longer a family uses these services the tighter the strings of control become.

Do we really need these self promoting interest groups to complicate and overstate the most basic reality of bureaucracy at all levels?

If you pay private parties, to replace services offered by public education, you will avoid the government "red tape".

this seems to be more of a description than that of legal jargon. I do not see what the details are in this statement as provided by you above. The one thing that stands out to me as I read this is the following statement:

"..., you may want to establish a goal to meet all of your child's special education needs eventually through private sources." I take this to mean educational goals that you establish important and those that keep your son on track (and even ahead) of his peers. Additionally, the last statement "Generally, we find that the longer a family uses these services the tighter the strings of control become". First question for you: HSDLA has made this statement pertaining to your personnel State? what are the regulations in your State? What I mean by regulations is what "strings" are they talking about? Is this based on amount of time you use this service or is based on the level of education (1st, 2nd, 3rd Grade, etc)?

This doesn't seem legal as it seems more of an opinion based on observation and knowledge of experience.

It means that they want you to use privately-funded special ed services rather than using the special ed services that the school provides. Their reasoning is that services through the schools are controlled by government funding and regulations. If you are homeschooling, you have the right to access the state-funded special ed services throught he schools but this group doesn't want you to do so - I presume because they offer such services themselves.

HSLDA is merely stating that if you are home schooling your children, you need to stay clear of using services offered by the public schools. Any time you use public school services, you can be held to the standards, rules and regulations of the school district. The next thing you know, you are submitting attendance reports, test scores, types of curriculum and stuff that they require. In some cases, they can actually tell you that certain books are not allowed and certain points of view can not be taught. To avoid all that, HSLDA encourages people to not use the school's services at all and stay completely out of the system.
It's a long-winded way of saying "we want you to take your special education children out of the public school system." What is "HSLDC?" Any government agency that would send such a message would be headed by an idiot.

That leaves private agencies. Who is making money from this? You need to be suspicious of that letter.
