IF some public servant {electricity board } denies or
causes to hamper to give his official service to some person who in past refused that public servant's daughter鈥檚 marriage proposal ;
in the intention of taking revenge ;

This things are difficult to prove.

But see a labour lawyer, even if the man is a not a labourer.
These days laws are strict. Get it in writting that u are denied the service. Also there is "Right to information Act" which is a powerful tool. Nobody can escape this. If there is denial the must be some valid reason otherwise the public servant is sure to suffer
