Can a temp agency hire independent contractors rather than employees &remain exempt from having tobe licensed?



New York State law says that a temp agency is exempt from having to be licensed as an employment agency. However, can a temp agency hire independent contractors and still remain exempt from having to be licensed?

The question is self explanatory.

Being a temporary agency, they cannot hire independent contractors (who would not give temporary service)!!!
