Is that NY, or NYC? If just "NY" there's no real question here. If you want to know why NYC secretaries make more than NJ secretaries, it probably has to do with compensating them for the commute from NJ to the NYC office. A grand a month to put up with the Holland Tunnel every day isn't really that much if you think about it.
