The qualifications for being a paralegal are not governed by state laws, but by the American Bar Association or local bar associations, which may or may not certify a particular institution's training program.

Since it's not a licensed profession, just about anyone can have the title "paralegal" regardless of training or education. A lot of legal secretaries, for instance, get "promoted" to paralegal with taking any additional courses. Of course, most employers that are looking to fill a paralegal slot will advertize for a certified paralegal.

Check with your local bar association's website, and with your local colleges or community colleges. Whatever you do, don't waste your money on some "diploma mill" operation that is not ABA-accredited.
The first thing I would do would be to find out the laws and other rules in your state and/or country about their requirements for paralegals. Some things are: education requirements (such as must having a bachelor's degree or just an associate's or their equivalent); work experience, and testing.
Where I am from, you only need to complete a certificate or degree program (the difference in them being that a certificate does not require general education classes and a degree does) and then you can call yourself a paralegal. there are no tests that you have to pass, such as lawyers do with the state bar.
I would research schools around your area that offer paralegal or law classes and speak to some of the professors there. They would have more expertise in this and could advise as to what your next steps would be.
