You will be surprised by the answer. Its Luxembourg. The average yearly salary (In US Dollars) of a person who would be living off only minimum wages would be $21070. United states is at $12168 per year on minimum wages.
This question does not make any sense. What is the highest relative minimum wage does. Let's say that the average wage in the a country is $15.00 per hour and the minimum wage is $7.50, then the minimum wage is 50% of the average wage. In another country, the average wage is $5.00 but the minimum wage is $1.00, then the minimum wage is 20% of the average wage. Remember that because of the cost of living, that $5.00 in one country could have more purchasing power that the $15.00 in other country. The issue is just not that black and white.
