Is it legal to sell alcohol over the internet? If not do I need a liscence and where do I get one?

You have to follow the laws of each state that you ship to. Some may require a license in their state and others may not. Why don't you write a nice letter to an existing online store and just say you need the information for a school project.

My guess would be that you can only ship Distilled Spirits and Beer to states where you have a store and wine to states that allow it.

I don't think you can do that! You have to proof of 21! Why would you want too?
This creates a huge liability issue also. You need to find a way that you are not selling to minors. You know when they lie about their age. I wish you luck in your vendor.
There are several problems will selling alcohol over the internet, and if you are serious about it you should consult your local liquor board AND an attorney. Most importantly, of course, is that it is ILLEGAL to ship alcohol to about a quarter of the states in the union under current law. Even the few stores who do are required to ship through the local alcohol control board or some other intermediary so that the product is still taxed.
No, you can't even ship booze to some places.
